The individual with the ultimate responsibility and authority for the operation and safety of the aircraft.

The PIC is the "commander." They are legally responsible for every decision made on the flight. In private aviation, the PIC is also responsible for ensuring all passengers are safely briefed on emergency procedures before takeoff.
